Vlookup range of cells to bring specific value

hi all,

I'll try to simplify my request, so i have this sheet which contain specific grades for each nationality and in each cell there is a range of numbers which should return a specific value for me

so if i have an employee grade A, his nationality B, (i want to compare his salary to the a range so if he is in range AB it show me Good, if he is in range AC it show me poor)

so grade A Nationality B his salary 10,000, the range i have is min 7000 max 9000(poor) min 9100 max 11000(good), min 11500 max 15000(excellent)

it is a logic formula with vlookup i think, can you help me guys?
