Formula to Add Additional Characters to an existing cell

Hi there,

I need to have a cell equal a certain # of characters so that is works for ASCII upload into another program. How would I be able to take a cell with a name in it - Last, First and have the formula concatenate/add 19 more characters at the end (spaces or 0's, doesn't matter) to it to = 30 characters in total?

'Last, First' should equal 'Last, First0000000000000000000'
