Changing decimal to whole number with additional zeros

I need to know the formula on how to change values from decimal to whole numbers.. Here's the exact scenario :

value 1 is :6.80
value 2 is: 5
the answer should be 680,000

Where 5 represents "800000".

this is a dust particulate computation to measure dust particles.

Particles / Cubic feet
6.80 x10 5 680,000
