HELP - lookup a matrix based on criteria

I have banged my head against the wall for a few days to make a cross-reference lookup to work and based on a criteria.

What I need to be able to do is put a condition in A1 such as "central" as shown below and the source data is indexed and put in a matrix.

So in Sheet 1, in A1, I put "Central"

Sheet2 is where the source data is. So my challenge is to put the formulas in Sheet1 B2:M13 that finds for a given month, what the forecast was for a future month in a given month.

So In Sheet1 in G6 for Example, the data returned should be 367. In May, the forecast for Central in June was 367.

I am racking my brain with this one and ideas would be appreciated.
