Would like a formula lookup values in column A2:A11 and if the value in D2 is in the list, formula should return exact match in F2. For example, if D2 = C and A1:A11 = see below, formula should return C and not CCC.
The formula I am using is not return the correct value and will need to be modified.Thanks

Try ...
=IFERROR(INDEX($A$2:$A$11,MATCH(D2,$A$2:$A$11,0)),"")
You'll need to think about what you want it to return of an exact match is not found. As modified (and as in your original) this simply returns the first "partial" match it sees, when no exact match is found:
=IFERROR(VLOOKUP($D$2,$A$2:$A$11,1,0),VLOOKUP("*"&$D$2&"*",$A$2:$A$11,1,0))
