vlookup returning n/a can't solve!!!

I have a vlookup formula that is looking up an attainment percent in column I and referencing it against a table to return another percentage. The lookup works for all attainments, except for when it is attempting to lookup the value of 113%. I am using roundup formulas in column I, and that formula seems to be the issue. When i manually enter 113% - the lookup will work. Something is off and I just can't tell what it is. Row 9 is where i am having the issue. Change cell I 9 manually to 113% and you see that the lookup works, when i use the formula to calculate the attainment %, and round it up to 113% - it does not work.

HELP!
