Exclamation Retaining formatting for a concatenate formula and leading 0's

This is a two part question, I think.

I have attached the spreadsheet for review.
    Part 1
I need to retain the leading 0's. The IF formula is too bulky in Col U through AA.
How do I retain the leading 0s even through a copy and paste?

    Part 2
In Col AB I have a concatenate formula, but I need it to be able to copy and paste without losing the formatting. I know that it must be a TEXT function, but not sure how that would work.
There are thousands of these that need to be done. This is just an example.

    USE
We are going to export the information to a CSV file to use in an accounting software application---WesPac.

Thank you so much for any input and clean up on these formulas.
