vlookup is not copying down my page correctly

I'm trying to use vlookup to find sales tax for Texas and insert next to correct city. When I manually type in my formula in each cell, I get the correct value. However when I try and copy my formula down my page, it returns NA error. I can fix this by manually typing in the formula for each cell....but it's like 3000 cells I'd have to do this for. Why is this happening???? Please help! I have attached the file. Thanks! Oh...I have already checked calculations. It's set to automatic.

You have to make range absolute

    =VLOOKUP(D2,$A$2:$B$2339,2,0)
