Sumif/Sumproduct based on Specific dates occurring in any given month

I am trying to accumulate the sum of a column (in my example, column B should be summed), for each name (column A), occurring in a month's time, with information provided by specific dates (column C), and calculated into the cells highlighted yellow.
Furthermore, the specific dates will constantly change, as will the months/years I need sums for.
So instead of using anything involving MONTH(C3:C22)=5, where it would specifically sum this month and this year, I would want it to sum all dates matching the month (and year) listed in row 2.
End result in row 3 is filled in.
