Compare two columns and return a third value

I'm trying to get my commissions spreadsheet to automatically populate. When I pull sales for April, I'd like to enter a formula that finds the part number sold from my data worksheet and makes sure it has been updated since the first of the year and then populates that field with the commission earned on that sold part. So for example:

In April Bob sold 1 of part number 624-4694.

On the commissions spreadsheet it says the commission for this part is $10, but this hasn't been updated since 2014 so it needs to be checked.

How do I get a field to populate telling me they found the part number, but the date is before the first of the year so I need to go back and look at it?

Yes, you can amend the formula, something like the following should work:
    Formula: copy to clipboard

Here the date is hard-coded but it could be a variable reference if required.
