Lookup Based on difference between cell values

Good Day,

I am having trouble with finding a formula to assist me with my workbook.

I am guessing that I need to use vlookup together with a if or match or sum. I am stuck, any help would gladly be appreciated. Please see uploaded workbook as reference to my question

6	I need a formula to check if Column D2:D4 increased from its old value for example B1							51	51 – 150 Employees		$50
7	changed to 6 in D2, therefor it will need a price increase from $10 to $20 as indicated in							151	151 – 500 Employees		$60
8	I2:I9. If is did increase/Decrease I want the entire row copied to a new sheet.							501	501 – 999 Employees		$70
