Why result are diffrence by FLOOR and CEILING?

Anyone can explain the result as following?

• FLOOR Rounds number down, toward zero, to the nearest multiple of significance.
• CEILING Returns number rounded up, away from zero, to the nearest multiple of significance.

since significance is 0.02 it's expected that this would be difference in output result for those two formula.

If there are two difference output value by floor and ceiling, but why not all of them result will be FALSE?
