Formula to count a single line from multiple data

Hi

I was wondering if anyone can help with a formula however i'm not sure if it is possible to find what i need

I currently have a spreadsheet set up which tells me any errors which have been made during an inspection and will tell me what the error is. There can be multiple errors for each inspection and these will show on different lines however have the same inspection number and registration. I need to be able to count how many of these registrations/inspection no. are down to the error being "Report Only". If there is an error against the registration for Report Only and another reason i need these to be left out of the total number.

I hope i have explained this ok and will try and get an example when I can to help
