Moving like named files into folders with same name

Hello!

I had a problem in excel that was solved below, and was hoping to get some help on a very similar issue.

The issue below was in excel and was solved using a LOOKUP and SEARCH formula. I am looking for the exact same solution, only outside of excel and in Windows.

I have PDF file names that begin with the same 4 to 8 characters as folders. I am looking for a batch utility that will move these files into the corresponding folder. These folders are already created in are located in the same folder as the files.

I was trying to denote the similarity between the two ideas. The thread above used a Match formula. So "IF 4973, THEN 4973_Brian_Britz".

I am hoping to find the same idea, except in Microsoft Windows. So "IF 4973, THEN MOVE TO FOLDER 4973_Brian_Britz".
