IF function to recognize text and/number?

I want a seperate cell response that copies and recognizes another cells output of two possible reponses: "No Fee" or "7,500"


how do i make a cell recogonize these two variable responses, but the kicker: is if it is any numerical response like 7,500, multliply that number by 15??
