Question Marking of a number in a column, if the number is x+10 a given previously marked number x.

For example I have a column with different numbers. Making the first number as reference (lets say "a"), I want to highlight the first number that is at least a+10. lets say number "b" is that number. Then the new reference will be number "b" and for next number in column to be highlighted should be at least "b + 10". and so on. I have attached a sample excel file, to display what I require if its not clear from this..
