Complex if formula

I have an if formula I am trying to attempt to return a value based on specific conditions. In one column I have numbers from the budget and in the second column I have numbers from my actuals. The current formula I devised returns a value based on vlookup. If the value isn't found and the result is N/A#, I added in an iferror that returns "". My issue is that I'd like to filter out all my blank actuals, but still see if there was a line item budgeted.
