Two IF Functions based on Date and Specific Text

Hello,

I'm trying to create a function to change the color of a cell for a list of tasks based on if they are a) complete/not complete and b) past due. I have the due dates listed in column D, the date completed in Column E, and Column F for "On Time/Late."

I would like Column F to turn green if the task was completed on time, or turn red if the task was completed late or is not complete AND past due.
