Problem sorting information properly without doing 23 vlookups

I have a list of item numbers and the stores they are in. I need on a separate page to have the stores going down the side, each item on top, and a way to "X" of a cell if the item is in that store. I currently have a list going down with stores showing up multiple times and item numbers down the same column. The only way I can think to do this is put each item number into a different tab and putting X's next to the store number and doing 23 vlookups for every single items tab. Can anyone think of a way around that? I have attached my actual sheet(important information taken out) and a sample of what I need. Thanks!
