Cell only accepts time format

I've made a timesheet for our non-profit, one of the columns must accept a number, i.e. 8, for vacation pay, without entering start and stop times, the column will not accept a number unless it is in time format. I tried changing it to general, number and custom but I still get the error message to enter the information in a time format. Any suggestions?

Your cell could be affected by data validation, check in the menu Data.
