date and time into cell when data added into a different cell

I am using this formula =IF(D15<>"",IF(C15="",NOW(),C15),"")
to put date and time at the beginning of a row when data is added in the next column
but I only get the custom date/time info i.e., 00/01/1900 00:00 instead of the date and time now

I am missing something simple no doubt , would appreciate assistance,

The NOW() function does not return a static date/time stamp.

Hi thanks, have now got the correct date and time going into the cell unfortunately the time is constantly refreshing in all the rows, i.e.-as I update the next row, the ones above also change
is there any way to stop this

OK, based on your formula it looks like you want the date/time stamp entered/updated when the contents on cell D15 changes. Is that correct? Which cell gets the date/time stamp?
