Matching date and time between 2 files

Hi there

I have a scenario where I have 2 people renting the same service but at different times, the first person between the hours of 10.00 and 13.00 and the second person between 14.00 and 20.00. The service receives a charge at 16.55. How do I use a formula to identify the correct person to allocate the charge to is person 2?

Have attached a spreadsheet to provide an example of what the data may look like.
