Need help with Statistical Functions

Hey everyone I am having trouble with step 11 & 12.
Step 11:Enter a function in cell I20 to calculate the minimum Quartile value in the list of salaries.
Step 12:Use the fill handle to complete the remaining quartile values in cell range I21:I24. Be sure to include the appropriate absolute or mixed cell references before copying the functions.

I think I'm in the right path by using =QUARTILE.EXC function(there is also a =QUARTILE.INC but I haven't tried that or know the different)
My formula is =QUARTILE.EXC(D$4:D$53,H21)
QUARTILE SALARY
0 #NUM!(don't understand why)
1 35116.25
2 45955
3 69573
4 #NUM!(???)

Can someone please help me figure out what I am doing wrong for 0 & 4.
