Auto Arrange / sort data

I have some data that i want to sort automatically by function or formula
please find attached file.

i really need your help on this.

copy down and cross.

You on excel 2010 Aggregate will work!

AGGREGATE formula work from excel 2010-2013! Non-Array formula

INDEX, SMALL Work from excel 2003-2013 array formula

This is array formula! Press same time: Ctrl+Shift+Enter, NOT ENTER. Copy down and cross

is there any circumtances to put this function?
i use Ctrl+Shift+enter but still turn "" . blank

Mmm Work fine with AGGREGATE or INDEX SMALL on my computer?? Are you on Excel 2010??
