Find time stamp dependent on value is separate table

I am given two different data sets.. X (blue) and Y (orange) that directly relate to each other... both organized by time. I need to find the MAX value time stamp of X that corresponds with the higher Y value when that X max value occurs more than once...

In this case.. there are multiple occurrences of the Max X Value (blue data set).. what I need is a formula that will pull the time stamp for the occurrence of X that is determined by the greater of the Y values (orange data set)...

The answer I am looking for will be 17:00 because the Y value is is greater 21>20

Please let me know if further clarification is needed!
