Dotted Line Appears in Conditional Formatted Cell

I have a spreadsheet that has two cells (neither merged cells) one with a percentage (A1) and one that is conditionally formatted to display a data bar (A2). The data bar length is based on the percentage inside the the first cell (A1).

Everything worked great for a while and now I have cells that contain a dotted vertical line in the middle of the data bar cell (A2). No matter what percentage I set the the percentage cell at (A1) it will stop at the vertical dotted line. If I add additional lines to my table and adjust the percentages in their percentages cell the other data bars move around. I have looked at the formula reference in the data bar and conditional formatting, deleted contents of cell and started over and still no luck. I'm sure it is something simple that I am just missing.

    Welcome to the forum!

Can you post the worksheet itself, instead of screencaps of the worksheet?

I don't know what this "dotted line" is, there's only an implicit connection between the pictures and cells you're talking about, and there's about three things (negative axis handling, range references, and unnoticed unexpected range values) that would be straight-forward for me to check but painful for us to post back-and-forth about.

The dotted lines appear when you copy and paste formats, in an attempt to extend the conditional format range. That doesn't work. It treats that as two different conditional
formats and thus the one by itself, most likely with a zero value, adds a dotted line in the middle to indicate the absence of a data bar. Delete the stand-alone conditional
formats and extend the range of the original.

    Try this:
    1) Click cell that contain Data Bars with Dotted Line
    2) Go to ribbon menu, tab = Home => Conditional Formatting
    3) Select menu at the bottom "Manage Rules..."
    4) Select Data Bars you want to edit, "Edit Rule..."
    5) Click left-bottom button "Negative Value and Axis..."
    6) At "Axis settings" submenu, select "None ..."
