Formula to count duplicates in 1, 2, 3 order

Good Morning,

I currently have a list containing varying amounts of duplicates. In a field called "Number of Mediation Hearings" it lists the total number of duplicates in a row (I am using =COUNTIF(A:A, A1) to get the duplicates). In the column next to this one, i need a formula to count the actual number of hearing that we are on, for example- in the list below the first loan number would still show a 1 in the actual hearing number column, but the next loan number would show 1, 2, 3, 4 in the respective rows. Anyone have any ideas? Thank you!
