Thanks, I see why it wasn't returning a value, i was taking a number already being divided by 1M, and then this divided it again.
Is there a way to change the second half of my formula to include that I want to add the sumif if $ag$21:$ag$26 is less than 0, but subtract if greater than 0?

Just take the absolute value of the SUMIFS and then subtract it.
