    you need # if its in the same workbook
    =HYPERLINK("#'"&VLOOKUP(A2,Sheet2!$A$2:$B$5,2,0))
    on the other hand why do you need to look it up?
    =HYPERLINK("#'"&A2&"1'!a1")
