Hi I am using a the dollar function in a text formula. The problem is I an geeing Rs sign instead of $ , I have tried to change through home tab in the accounting and currency options but still there is no remedy to my problem I am attaching a image to make you understand the problem .

Depends on OS, but Control Panel > Clock, Language and Region > Region and Language > Formats > Format:
Change from English (Indian) to English (United States)

Rather than changing regional settings perhaps try changing your formula in A5, using TEXT function instead of DOLLAR, i.e.
="The "&A9&" is "&TEXT(-B9,"$0.00")
DOLLAR function always reverts to your "local" currency, if you use $ in TEXT function then that will persist whatever your regional settings

That's what I was talking about: if you use DOLLAR function in some other workbook where you want Rs as result you will get $ (cause you change regional settings).
Maybe you want that, I don't know. But you need to keep that in mind.
