    find reference cell based off 2 criteria

    Hello,

    i need to find the retail, example document attached.

    was thinking index match formula but the row that is selected depends on 2 criteria, 1 is an exact match the other one just the date less than defined.
    otherwise i would just concatenate the two rows to get a unique value.
