Multiple Criteria Ranking

Very much need help on this one!!

I have attached the example so please ping if its not clear,

1. I need to be able to rank the planning and policy cost for each code (multi criteria)
2. I need to be able to calculate the median for each planning and policy division


Any and all help would be truly appreciated (and If I'm honest fundamental to me getting anything done today!!!!)
