You should be able to select your entire range, i.e. B60:O63
Conditional Formatting> Use Formula
=OR(B$59= "Perf Weight (%)", B$59="Part Rate (%)")
If any of the column headers in row 59 are either of those, you'll get your red font.

substitute commas with semi-colons if your region settings requires
