Prefer a formula over a lookup

I知 looking for a formula as opposed to a lookup, but unsure if a formula ill accommodate my conditions!

I知 building a table (see attached) where I could have a percentage value in cells D6 to P6 that ranges from 0 to 100%. In the respective cell beneath each percentile cell (D7 to P7) I need a formula that will return a value of 10 if the percentage in the cell above is 90% or above reducing to 0 points for 80% or below.

So if the percentile value equals 89% then the return would equal 9, 88% would return 8, 87% would return 7, and so on.

My spread sheet is attached, any help would be greatly appreciated.
