Conditional format to the lowest row among a column that has multiple rows same value

Here's a mockup of what I'm trying to do:

I'm trying to create a spreadsheet of my recurring activities.

I want to make it so conditional formatting highlight:
1. the latest instance of an activity in orange
2. the latest instance of an activity in red whose "Date to do" field is less than today's date

The part I'm stuck is "the highlighting the latest instant of an activity" part. I think I have to set it up to compare the value of the Activity against the values of the rows that come above it, and if none are found, highlight it, but I have no idea how to go about that.

Attach a sample workbook. Make sure there is just enough data to demonstrate your need. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are shown, mock them up manually if necessary.

Remember to desensitize the data.
