Show result depending on two cells

I am having one particular issue and can't find correct formula.

I am coordinating local election results for a website, I have created a spreadsheet but want column 3 to show the following;HOLD/GAIN/RESULT PENDING depending on the result

    Therefore if

If Party A retains seat it shows as "HOLD"
If another party wins it shows "GAIN"
If result is yet to be declared it shows "Result Pending"

    Col B Col C Col D Col E
    WARD CURRENT 2014 Formula here

I am using Excel 2007 I have tried =IF(C8=D8,"HOLD",IF(C8<D8,"GAIN")) but result showing false as answer, which I think is due to alphabetical issue as some work some don't eg

    LIB DEM Labour shows False

    I'd appreciate any help

    Thank you

    Dave
