Conditional Formating

Please help me with the project. Log Improvement: Create conditional formatting that turns information red if within 10 days of reaching processing requirement deadline.
(30 days to process C&S, 60 days to process M&R)

M&R – 60 CAL 50 red
C&S 30 cal 20 red *Cal days open
It needs something like :
IF: M&R = OPEN = CALDAYS OPEN (50-60) = condit.Formatting red
C&S = OPEN = CAL DAYS OPEN( 20-30) = condit.formatting red
