I cannot seem to get this to work. Any ideas why not? What i am wanting to do is lookup J4 and M3 in the chart and return the value at that intersections of row and column.

Post a spreadsheet, not a picture.
Who knows where rows 3 and 4 are in the picture? It's not indicated.
Of course if you'd have posted a spreadsheet...
