Conditional Rounding

I need a formula that will do the following rounding based on the attachment i have. I know it is going to be quite complex but i cant seem to figure it out.

Are we really talking rounding here, or as seems more likely presentation.

It would be useful if you could add some example numbers in an Excel sheet and manually add the results you expect as text since it's not clear to me exactly what you want.

Here would be the example you asked for. The estimated retail column needs to be rounded to select point on the initial attachment.
