Converting Date to month in COUNTIFS function

Try with SUMPRODUCT

Formula:

=SUMPRODUCT((M2:M10000="pending")*(MONTH(C2:C10000)>=3))

Pls note that the result of your example is 0(zer) as in column C does not exists a month <=3.
