Okay -- dealing with a government agency . . . which should tell you that logic isn't necessarily a criteria.
The policy is that, no matter how small of an amount over the lowest whole number, it is rounded UP. So, even if you were talking about (for instance) -- 5.0000001, it would still be 6.
Any ideas how I can convince Excel that this is the case?
Use ROUNDUP

That's a surprise; last time I dealt with Roundup -- an early version of Excel -- it cut off at the 1/2 way point.
