How do I highlight rows containing multiple values?

I am trying to highlight rows containing multiple values. I have about 300 prefix to highlight.

These are simply the prefixes to phone numbers. They are isolated in their own cell.

I prefer not to use VBA if possible, I'm a tad rusty. Not just a tad, about 3 years rusty : )
