The cells are =$E$20,$J$20,$L$20,$M$20.

is that the SUM of those 4 cells to be less than "4" or each cell less than "4"
assuming any of the cells
click on E20
for 2007 or 2010 excel version
Conditional Formatting
Highlight applicable range >>
$E$20,$J$20,$L$20,$M$20
Home Tab >> Styles >> Conditional Formatting
New Rule >> Use a formula to determine which cells to format
Edit the Rule Description: Format values where this formula is true:
=E20 < 4
Format… [Number, Font, Border, Fill]
choose the format you would like to apply when the condition is true
OK >> OK
OR if its the sum of those cells
use the formula
=SUM($E$20,$J$20,$L$20,$M$20)<4
