Okay -- I have attached a mock-up, but let's see if I can explain it as well.

I need to do a VLOOKUP to pull people meeting specific criteria (1P and CC). Problem is, I don't have a unique Look-up Value and they are not sequenced together based on the criteria.

So; I'm trying to figure out a way to have the first person who meets the criteria = 1, the second person = 2, etc., but as there are several blank cells (and not a consistent number of blank cells) in between, I'm not sure how to tell Excel that if the criteria is met in the row, to look up the column to the last number and return the next sequential number.
