Graphing 2 distinct x axis variables on same Y axis

Good Day -

I am trying to reproduce a graph similar to this: http://www.bls.gov/emp/ep_chart_001.htm
I cannot for the life of me figure out how to get the Y axis in the center and two distinct bar charts on either side.
Can someone please give me a step-by-step.
