Sample -- Email Database.xlsx

What I am trying to do is work with an exsisting xls file that contains a database. The database has several columns that would be used as search criteria for specific email blasts. One of the columns, interests, will have multiple values in that will need to be searched. An example of what search would look like is I need a list of all NGO's that work in public health and gender equality, and as additional filter I am only looking for Directors (position title), and i want to restrict search to Africa. How do I create a layer of searchable filters that will return an email list without duplicates. Please help =)
