I need a bar chart that each bar reflects data as a subset and not starting at same x axis

    I need a bar chart that each bar reflects data as a subset and not starting at same x axis

    A sample is attached. I'm trying to recreate this is in Excel.
    Basically the first column is a total number, the second column in red is to show a 'reduction' to the first column without highlighting an entire bar starting at "0".

    Does that make sense?
