Help with dynamic table not showing values in chart

Hey guys,

This is actually my first post. I've come here a few times for help with my own excel questions and found you guys to be pretty helpful. Anyway, here's what I'm working with.

I have a dynamic chart that is to display values in a chart, then graph them, file with altered values attached. The problem I'm running into is that when it comes to the % dynamic selection the chart does not alter the Y-axis of the chart to %, it shows in cents. So what I tried doing is creating a mirror of that data, as you'll see in the table immediately below the first table, but the problem is when I chart the mirrored data nothing shows on the graph.

I'm sure there are a number of solutions to this that I haven't thought of yet and some help would be amazing. Important Note: I'm a complete noob with VBA. If VBA is a required solution I'm more than likely going to need my hand held through it...
