Color coding individual columns in column chart and pop up information for each column

Hi guys i have a column graph but i need to have different colors for each bars in the graph that will correspond to column C of data to so that all sunny days data comes up a certain color, likewise raining days and so on. Is it also possible to switch the labels on each bar so that the numbers are on the bottom and the state name is on the top. Finally is it possible to create a pop-up to highlight the corresponding data in columns D,E,F,G for each bar in the graph.
Sorry all for how many questions I've asked but it has been doing my head in to overcome these issues.

Slightly confused by your description of colour and the colours used in column G.

Any how the way to approach this is to have a series for each colour. Data values are determined by formula.
Format the series to have Overlap columns of 100%.

To reverse the labeling add a dummay series and move to the secondary axis.
Use the Select data dialog to set the category labels for 1st and last series.
