Chart tools, Format is missing

I have excel 2013, and when I try to format a chart with chart tools, there is only design and layout. How do I fix this?

You don't, that is how the contextual tab is in 2013.
formatting appears in a task pane.

Okay! I do not like it at all compared to the older format, but thank you very much
